The submod has many flaws mostly due to the mod leader Jadli's decisions. One of the main problems is that the submod is balance for multiplayer hotseats. As one who is a member of the Unofficial Patch team I can tell you that the mod doesn't fix many issues (except for the more balanced deadric spawns and the addition of ports to every costal settlement).
